On the inseparability of technology, environment and human rights

Project of writing a new European constitution.
Constitutions lay down the most important rules for the lasting and orderly coexistence of people in a state or community of states. The European Union is a community whose central values and objectives include respect for human dignity, freedom, democracy and the rule of law.
The question I am writing about is: Are human rights really as timeless as the „Universal Declaration of Human Rights“ suggests or do they need to be adapted to social and especially technical developments? But which changes might be so drastic as to require such adaptations?
